It's upstairs but they have a chair lift for people who cannot get up them :-) it wouldn't hurt to call and check though, you never know when it might be out of service

There's ticket parks down Moseley St and Elizabeth St. If you're lucky, you can nab a free park on Jetty Rd itself or there are few on Elizabeth St. Alternatively, you can park at the Brighton Rd tram stop where there is ample parking and catch the tram down. The tram is free from here to Moseley Square :)
